Baltic illegal cigarette smuggling and production

Authorities in the Baltic region are intensifying efforts to combat transnational organized crime networks involved in the production and distribution of illegal cigarettes.

In Latvia, the Tax and Customs Police (NMP) have reported that criminal groups are collaborating across borders to manufacture and distribute counterfeit tobacco throughout the European Union. Investigations have led to the discovery of several illegal factories. Following a raid in Grobiņa in late June, authorities dismantled a second fully equipped, full-cycle factory in Riga. During the Riga operation, police seized production machinery, including tobacco shredders, dryers, and cutters, alongside counterfeit Belarusian excise stamps used for brands such as Marlboro and Winston. Eighteen individuals, primarily citizens of Ukraine and Moldova, were detained during the raid.

Smuggling routes between the Baltic states remain a primary concern. In Lithuania, customs officials seized a truck from Latvia containing approximately 500,000 packs of illegal cigarettes valued at roughly €2.4 million, the largest such seizure in the country this year. Data indicates that most contraband seized in Lithuania is imported from Latvia, often featuring counterfeit versions of international and Belarusian brands.

In Estonia, customs officials intercepted a truck with Lithuanian registration plates in Pärnumaa. Although the driver claimed the cargo consisted of electronic modules, inspectors discovered 9 million untaxed cigarettes hidden in cardboard boxes. The smuggling attempt resulted in an estimated tax loss of 1,910,700 euros. Following a settlement, a 45-year-old Lithuanian driver received a prison sentence including one month of immediate incarceration, a suspended sentence, and a three-year ban on entering Estonia.
