Baltic tobacco smuggling and corruption investigations
Overview
Authorities in Lithuania and Latvia are conducting investigations into organized criminal networks involved in the illegal production and smuggling of tobacco products.
In Lithuania, a major operation led by the Kaunas County Prosecutor’s Office resulted in the arrest of seven individuals, including three border officials. The investigation involved intercepting cigarette shipments allegedly delivered from Belarus via drone and uncovered corruption within the State Border Guard Service.
Concurrently, Latvian State Police raided a warehouse in Riga used for the illegal manufacturing and distribution of tobacco. The facility was reportedly rented by a Lithuanian-registered company serving an organized criminal group. During the raid, police seized 409 pallets of packaging materials and manufacturer QR code stickers. Investigators have detained 16 suspects as part of the ongoing proceedings against the professional smuggling network.
