Bangladesh seaport privatization and diversification

Overview

Bangladesh is transitioning its maritime infrastructure from a tool-port model toward a landlord-port model, where the state retains land ownership while private operators manage terminal activities.

In Chattogram, the Chittagong Port Authority awarded a 15-year concession to DP World for the New Mooring Container Terminal (NCT). This agreement includes a US$50 million upfront payment and a US$150 million commitment for modernization and automation, while ensuring the port authority retains terminal ownership.

Efforts to develop maritime infrastructure are also being used to diversify international partnerships and reduce reliance on Chinese investment. This includes a 30-year agreement with Denmark’s Maersk Group to develop the Laldia Container Terminal and previous involvement from the Japan Overseas Cooperation Agency at Matarbari Port. Other international entities, such as the Saudi-based Red Sea Gateway Terminal, are also active in the region.
