Bangladesh social welfare card initiatives

Overview

The Bangladesh government has initiated large-scale data collection and registration programs for various social welfare card schemes.

In October 2026, the Department of Social Services launched a nationwide campaign to collect data from approximately 44.5 million families for the Family Card program. This initiative, which utilizes dual-chip and NFC technology, aims to empower women by issuing cards in the names of female heads of households to facilitate economic independence and access to allowances.

Concurrently, the BNP-led government under Prime Minister Tareq Rahman has introduced a program to issue farmer cards to approximately 24 million farmers over a four-year period. Managed through the ‘Program on Agricultural and Rural Transformation for Nutrition, Entrepreneurship and Resilience in Bangladesh’ (PARTNER) project, the initiative focuses on providing financial assistance and agricultural inputs to landless, marginal, and small-scale farmers across 14,180 agricultural blocks.
