Bavaria has achieved record solar energy expansion, with renewable sources accounting for approximately 75 percent of the state’s electricity generation. However, the economic advantages of this growth are constrained by grid infrastructure limitations and a lack of wind power. Insufficient transmission lines prevent wind energy from northern Germany from reaching southern industrial centers, often necessitating the shutdown of wind plants during high-production periods. In response to these challenges, energy associations in Bavaria and Baden-Württemberg are advocating for reforms to the Renewable Energy Sources Act (EEG). They are calling for a dedicated auction segment for wind power to compensate for lower wind speeds in southern Germany, which currently makes southern projects less competitive in standard auctions. Proponents argue that increasing southern wind capacity could save up to 1.8 billion euros annually in redispatch costs by better utilizing grid capacities and complementing existing solar production. On a broader national scale, the solar sector faces new regulatory pressures. The Bundesverband Solarwirtschaft (BSW-Solar) has warned that planned changes to the EEG and grid regulations could increase the costs of new solar parks by more than one cent per kilowatt-hour, which may slow expansion. Despite these concerns, research by Enervis indicates that photovoltaic expansion has reduced electricity procurement costs for consumers and industry by approximately 15.7 billion euros. While consumer interest is growing in diverse solutions like balcony power plants and solar roof tiles, experts note that traditional rooftop systems often remain more economical as the industry shifts toward market-based mechanisms and battery storage.
