Belize government legislative initiatives

In late July 2026, the Belize Broadcasting Authority introduced a Broadcasting Bill that would extend licensing and compliance requirements to certain online media services, creating a new “National Online Broadcaster” classification. While the BBA stated the rules would not apply to ordinary users of platforms like Facebook, TikTok, or YouTube, critics such as attorney Orson “OJ” Elrington and Cristian Silva argued the draft is overly broad. They warned it could threaten freedom of expression and impose unnecessary burdens on small creators and livestreaming businesses.

Concurrently, the Briceño administration moved forward with the Revenue Authority Bill to establish a Semi-Autonomous Revenue Authority (SARA). Intended to modernize tax administration without raising taxes, the proposal involves transforming the Belize Tax Service Department into an entity with its own management, budget, and seven-member advisory board. Prime Minister John Briceño stated the body would improve efficiency and protect pension benefits for current staff.

However, the fiscal reform has met political and labor resistance. Public Service Minister Henry Charles Usher noted the need to resolve the status of approximately 226 tax-department officers amid union concerns regarding job security. Additionally, United Democratic Party (UDP) Leader Tracy Taegar-Panton has raised concerns about the concentration of power, arguing the bill grants sweeping authority to the Minister of Finance to appoint key leadership and provide policy instructions.

On August 26, 2026, employees of the Belize Tax Service Department staged a walkout to protest the legislation. The Public Service Union (PSU) and workers expressed concerns regarding job security, pension protection, and the potential loss of Public Service Commission oversight. Critics argue the bill grants excessive control to the Minister of Finance and the chief executive officer over appointments and contracts, while providing limited authority to the proposed Advisory Board.
