Benevento municipal financial insolvency dispute

Debate has emerged regarding the 2016 declaration of financial insolvency (dissesto) by the Municipality of Benevento. Nicola Boccalone, president of the Associazione Benevento Domani, has questioned the necessity of the declaration, citing recent liquidation results that showed a surplus of approximately 42.6 million euros in unconstrained management and over 6 million euros in constrained management. Boccalone argues this surplus suggests the municipality was not truly unable to provide essential services in 2017, but rather faced budget balancing issues that resulted in high local taxes and declining commercial activity.

In response, former and current budget officials Maria Carmela Serluca and Giovanna Razzano have defended the decision as a technical necessity to prevent a total shutdown of essential services. They stated the administration inherited a severe financial legacy, including a technical deficit exceeding 39 million euros and over 29.7 million euros in liquidity advances. The officials noted that the financial collapse was certified by third-party bodies as early as 2014 and that previous attempts to rebalance the budget had been rejected by the accounting judiciary. They further asserted that local tax rates had already been raised to their maximum legal limits by previous administrations, leaving no room for maneuver.
