Benin is implementing several initiatives to stimulate economic growth and infrastructure development. The Chamber of Commerce and Industry of Benin (CCI Bénin) has approved a 2027 budget of 6.6 billion FCFA, which includes 2.1 billion FCFA for productive investments and economic formalization. In support of broader investment goals, the Agency for the Promotion of Investments and Exports (APIEx) hosted the Benin Deal Room 2026 in Cotonou, presenting a portfolio of over 20 government projects seeking between $2 billion and $3 billion in financing across the agro-industry, manufacturing, infrastructure, logistics, and energy sectors. To fund priority investments in education, health, water access, renewable energy, and agriculture, the Beninese government secured €500 million in international bank financing. This 12-year arrangement utilizes an innovative credit enhancement mechanism involving a partial credit guarantee from the African Development Fund and second-loss insurance from the Islamic Development Bank Group. Furthering these development efforts, Benin and France formalized financial commitments totaling 65.5 billion FCFA to support structural projects. Announced at the Élysée on October 5, 2026, these funds target three priority sectors: projects in electricity, agriculture, and health. Investments in electricity aim to strengthen infrastructure and production capacity, while agricultural support focuses on a sector that serves as a primary driver of the national economy. Complementing these capital inflows, the government has launched a 4.7 billion CFA franc program, funded by the International Fund for Agricultural Development (IFAD), to rehabilitate 118.677 kilometers of rural roads roads. In the healthcare sector, the Council of Ministers has approved the complete reconstruction of 14 health centers across eleven departments, including Abomey-Calavi, Comè, and Copargo. Additionally, the Japanese Embassy, the World Health Organization (WHO), and the Ministry of Health provided medical equipment valued at approximately 110 million FCFA to connect agricultural zones the Alibori and Atacora departments. This donation includes emergency kits, laboratory equipment, and maternal health supplies to markets. support the national health development plan for 2026-2030.
