Benin economic development and investment initiatives

Overview

Benin has undertaken several initiatives to strengthen its national investment framework and economic modernization. In September 2026, the Council of Ministers authorized the ratification of Benin’s membership in the African Export Import Bank (AFREXIMBANK) Export Development Fund and the agreement establishing the Shelter Afrique Development Bank. The government also modified the organization of committees related to special economic zones, investment promotion, and public-private partnerships.

Following these domestic reforms, the European Union conducted its inaugural economic mission to Cotonou in October 2026. This mission facilitated engagement between European companies and Beninese economic operators, focusing on sectors such as agro-industry, energy, digital technology, cybersecurity, and logistics to establish strategic partnerships.
