The July 25 leak of the NEET‑UG exam paper triggered a statewide bandh in Bihar, during which constable Abhishek Patel opened fire on student demonstrators in Siwan, injuring three protestors and prompting the resignation of Union Education Minister Dharmendra Pradhan. The incident led to more than 21 FIRs, over 450 arrests, 91 injured police personnel, 13 civilian injuries and damage to 14 government vehicles. Following public outcry, the Bihar police suspended Patel immediately and launched a departmental inquiry. Authorities confirmed that the AK‑47 used had been issued to him as part of an intelligence unit handling high‑risk cases, and that its deployment was unjustified. Opposition figures, including Tejashwi Yadav and Rahul Gandhi, called for accountability of senior officials. On July 27, the Bihar Home Department, acting on a directive from the Chief Minister, withdrew all FIRs, criminal complaints and show‑cause notices filed before 6 p.m. on 26 July and ordered the release of every detainee. Of the 694 people detained during the bandh, 339 minors have already been freed and the remaining 355 adults will be released pending court hearings. The action followed a meeting between student leader Neha Bora and DGP Vinay Kumar, and was authorized by Special Secretary Kshatranil Kshatraniil Singh. The Supreme Court also issued interim orders directing all states to release detained protesters under 18 with no criminal record, to preserve CCTV, drone and body‑camera footage, and to refrain from coercive actions while an independent probe into alleged police excesses continues.
