Data from the National Institute for Occupational Safety and Health (NIOSH) indicates a significant resurgence of coal workers’ pneumoconiosis, or black lung disease, among veteran underground coal miners in central Appalachia, specifically in Kentucky, Virginia, and West Virginia. Recent findings show that 32.5% of miners with at least 25 years of service tested positive for the condition, marking the highest rate recorded since 1978. This represents a substantial increase from a low of approximately 7% in 1999. Notably, elevated disease rates have also been observed in miners with as little as 15 years of underground experience. Experts attribute this rise to increased exposure to respirable crystalline silica. As easily accessible coal deposits are exhausted, mining operations have shifted to thinner seams that require cutting through quartz-rich rock, releasing fine silica particles. This exposure is reportedly causing miners to fall ill more rapidly and severely than in previous decades. In response to these trends, labor unions and coal miner advocates are demanding federal intervention. The United Mine Workers of America (UMWA) has called on the Mine Safety and Health Administration (MSHA) to end an indefinite hold on a 2024 regulation. This rule was designed to halve the permissible exposure limit for silica dust and mandate medical surveillance, but its enforcement has been delayed by legal challenges from the mining industry.
