Regional efforts to bolster Black Sea maritime security have progressed through international cooperation, national infrastructure upgrades, and advanced defense testing. In mid-August 2026, Romania, Bulgaria, and Turkey participated in the Tomis 2026 international maritime exercise in Romanian territorial waters. Organized by Frontex, the exercise focused on strengthening interoperability and testing responses to scenarios such as illegal migration, search and rescue, marine pollution, and hostage rescues at sea. Following these exercises, Romania has moved to enhance its individual emergency response and surveillance capabilities. The General Inspectorate for Emergency Situations (IGSU) officially welcomed the MAI 0101, a multi-role Damen Stan Patrol 5009 vessel, into service at the Port of Constanța. Simultaneously, the Romanian Naval Forces have intensified security measures by installing an advanced sensor surveillance system at the Constanta Military Port to detect surface, airborne, and underwater threats. In early September 2026, Romania expanded its training focus through the ‘SAREX 2026’ inter-institutional maritime exercise. Complementing these efforts, a new three-year aerial rescue training program launched in the Bucegi Massif. By mid-September, the Romanian Naval Forces began testing the Black Talon anti-drone system at the Constanța Military Port in cooperation with the United States Navy. This system uses 3D radar and electro-optical equipment to identify unmanned vehicles within a 10 km radius. Plans are underway to deploy three additional Black Talon systems to the ports of Brăila, Tulcea, and Mangalia, alongside Sentinel sonar systems to detect submerged unmanned systems and combat divers. In October 2026, security experts convened in Brussels for the ‘Secure Euxeinos, Secure Europe’ seminar to discuss EU strategic approaches and cooperation with partners like Ukraine, Turkey, Georgia, and Moldova. Discussions addressed the need to correlate regional security with future reconstruction efforts for Ukraine and the protection of critical infrastructure. Additionally, Romania hosted the ‘Carpathian Blue Shield 2026’ exercise, a multinational drill involving over 500 participants from 19 countries to enhance law enforcement interoperability.
