Bolivia implements tiered diesel pricing amid fuel shortages

Overview

The Bolivian government has implemented Decreto Supremo 5676, establishing a tiered diesel pricing system. Under this decree, large consumers must pay Bs 18 per liter, while transport workers and small consumers maintain a subsidized rate of Bs 9.80 per liter.

The Cámara Agropecuaria del Oriente (CAO) has issued a “rotundo rechazo” (absolute rejection) of the measure, labeling it discriminatory. CAO leadership warns that increased production costs could threaten the national food supply and has called for an extraordinary congress to coordinate defensive actions. The organization previously noted that while the agricultural sector accounts for roughly 16% of national diesel consumption, its role in food production is critical.

In the transport sector, officials in La Paz and Potosí report persistent fuel shortages, characterized by long queues at service stations and reduced bus frequencies. Transport leaders, echoing CAO concerns, warn that price differentiation may incentivize fuel smuggling and the black market.

In response to the crisis, the Minister of Hydrocarbons, Marcelo Blanco, announced plans to close the National Hydrocarbons Agency (ANH) to be replaced by a new regulatory entity. While some economists suggest these moves may provide fiscal relief, they have warned of potential inflation and the exacerbation of shortages caused by high import dependency.
