Bolivian prison system crisis and reform efforts

Bolivia is facing a structural crisis within its prison system characterized by severe overcrowding and human rights violations. Reports from the Defensoría del Pueblo indicate that the inmate population has nearly doubled since 2020, reaching 33,058 people. This growth has led to critical shortages in water and sewage services, insufficient personnel, and conditions where inmates must sleep in hallways. The Defensoría noted that over 50% of the incarcerated population lacks a final conviction, describing the system as “operating as a human deposit, systematically violating the presumption of innocence.”

In response to these challenges, including overcrowding rates exceeding 105% nationally, the Bolivian government and the United Nations Office for Project Services (UNOPS) have established technical working groups. This reform initiative aims to develop a comprehensive plan focusing on infrastructure, procurement, and the implementation of international standards like the Mandela Rules. The strategy intends to address physical infrastructure while incorporating training, protocol application, and social reintegration programs to prevent prisons from becoming “schools of crime.”
