Bolivian regional fiscal decentralization efforts
Overview
Bolivian departmental governors have initiated a movement to restructure fiscal relations with the central government through a proposed 50/50 tax-sharing model. Seven of the nine governors drafted a five-point agreement to gradually implement this model, starting with the Transaction Tax in the 2027 budget and expanding through 2031. The proposal also seeks the repeal of certain post-2006 laws, the transfer of mining agencies to regional control, and the establishment of a permanent Council of Autonomous Departmental Governments.
As debates over the fiscal pact continue, regional leaders have introduced varying perspectives on resource distribution. Manfred Reyes Villa, the mayor of Cochabamba, argued that the 50/50 scheme must include municipal governments because of their direct responsibility for essential services like water, sanitation, education, and health. He proposed a model where municipalities receive 30% of resources, an increase from the current 20%, while departments receive 10% and universities maintain 5%.
In Potosí, former governor Omar Veliz demanded that the national government fulfill the 50/50 distribution proposal. He emphasized that Potosí is entitled to a greater share of wealth generated by its natural resources and mining royalties to combat regional underdevelopment, urging authorities to prioritize economic needs over political interests.
