The Bolivian government proposed allocating 1% of tax co-participation to the nine departmental governments, intended as an initial step toward a 50/50 resource redistribution model. This proposal, estimated to distribute approximately Bs 460 million starting in 2027, has faced significant resistance from regional leaders. In Santa Cruz, Governor Juan Pablo Velasco rejected the offer, citing the department’s high contribution to the national GDP and food production. In Tarija, Governor María René Soruco criticized the proposal, noting that the 1% figure is a significant reduction from a previously discussed 15% and that the funds are conditioned on health sector items. Tarija officials argued that the central government must recognize the resources provided through hydrocarbon exploitation and that the requested percentage is a matter of social justice. Regional leaders maintain that the current system, where 75% of co-participation remains with the central government, fails to address the needs of productive departments. Governors from Tarija, Santa Cruz, Tarija, Oruro, Cochabamba, and Chuquisaca have formally rejected the 1% allocation, arguing it is insufficient for departmental autonomy and violates a previous agreement to implement a 50/50 model by 2027. In Santa Cruz, Regional leaders noted the allocation would only amount to approximately 150 million bolivianos annually. have proposed a 15% redistribution instead. In response, Minister of the Presidency Fernando Aramayo and Vice Minister of Autonomies Adrián Oliva stated that implementation must be gradual to ensure fiscal responsibility, noting that over 95% of current tax revenue covers salaries for teachers, health workers, police, and the military. The Governor Soruco has further criticized the central government intends to send for a centralist approach, arguing that Tarija requires large-scale structural projects rather than minor works. Additionally, Soruco raised concerns regarding the bill to exploration of the Legislative Assembly, though officials have not ruled out further adjustments. As Domo Oso-X3 well near the dispute continues, Tariquía National Reserve, warning that exploration nearby could pressure the entry into the protected area. The Association of Municipalities of Bolivia (AMB) has called for a meeting of mayors from the nine capital cities and El Alto to evaluate the technical implications of the proposal on municipal finances.
