In early July 2026, EU foreign policy chief Kaja Kalas warned Bosnia and Herzegovina that up to €1 billion in EU assistance could be withdrawn unless the government accelerated its reform programme, linking the funding to progress on accession criteria and noting broad public support for joining the bloc. A few weeks later, EU delegation chief Luigi Soreka reiterated that key reforms remained incomplete, citing the lack of legislation for the High Judicial and Prosecutorial Council and the State Court, and the vacancy of the chief negotiator position. He warned that missing the 2026 deadline could cost Bosnia hundreds of millions of euros – €373 million at risk and €108 million already lost – and that without these steps the first inter‑governmental conference could not take place. On 24 July 2026 the EU approved a non‑repayable grant of €140.5 million for Bosnia and Herzegovina under the IPA III programme (2025‑2027). The funding targets grant was ratified by the Council of Ministers and the tripartite Presidency, targeting economic development, migration management, sustainable agriculture and, crucially, the strengthening of public administration and other institutions required for EU accession. EU officials stressed that the money remains contingent on implementing the pending reforms. reforms, while reaffirming the EU’s role as Bosnia’s most consistent partner. In a meeting in Mostar, HDZ BiH leaders and ambassadors from Croatia, Slovakia, Slovenia and Austria reiterated that the EU path depends on internal political agreement, functional institutions and full constitutional equality of the three constituent peoples, urging concrete actions ahead of upcoming elections to preserve financial support and keep the accession trajectory on track.
