Overview
The Brazilian Federal Court of Accounts (TCU) has criticized the federal government’s management of nuclear energy projects in Angra, describing the indecision regarding the Angra 3 plant as a ‘festival of horrors’ and a ‘paradox.’ The TCU noted that delays in deciding whether to resume construction have resulted in approximately R$ 2 billion in wasted maintenance costs over two years. Furthermore, the court warned that funding shortages threaten life-extension projects for Angra 1.
In response to the financial instability facing Eletronuclear, the Brazilian government is considering a capital injection of approximately R$ 650 million. This funding is intended to cover regulatory, contractual, and safety obligations for the unfinished Angra 3 project. Eletronuclear has reportedly consumed R$ 1.4 billion of its own cash since September 2024 because existing tariffs do not cover maintenance and debt. While the company has secured a temporary standstill on BNDES loan payments until 2027, estimates suggest the total cost to complete the Angra 3 project could reach R$ 23.9 billion.
