Brazil is implementing several modernization and infrastructure initiatives at its international border crossings. In the Foz do Iguaçu region, the “Smart Border” project has initiated a pilot program for a biometric identification system at the Friendship International Bridge. Developed by the Federal Data Processing Service (Serpro), this technology aims to modernize controls through automated processes to enhance security, improve fiscal oversight of smuggling, and reduce transit times for commuters. This pilot is part of a broader modernization plan for the area scheduled through 2028. As part of this modernization, the Brazilian Federal Revenue Service (Receita Federal) has launched a pilot project specifically testing palm biometric identification at the Friendship Bridge, which connects Foz do Iguaçu, Brazil, and Ciudad del Este, Paraguay. The Serpro-developed system uses palm recognition technology to monitor pedestrian flow and identify repeat travelers. During this initial phase, participation is voluntary, and the technology is not yet linked to individual tax IDs (CPF). The project seeks to apply airport-style automated processes to land crossings—a concept described as “airport without an airplane”—to reduce processing times and enhance surveillance of unofficial smuggling routes. The pilot is scheduled to continue through October, with official operations expected to begin in November. This initiative is part of a strategic plan for 2026–2028 to establish Foz do Iguaçu as a national reference for customs innovation. The objective is to utilize technology and risk analysis to increase automation, improve remote monitoring, and concentrate inspections on suspicious operations while streamlining regular traffic flows. To support local connectivity and transit efficiency, the municipality of Foz do Iguaçu has opened bidding for an underpass beneath the BR-277 highway to connect the Jardim Jupira and Vila Portes neighborhoods near the Friendship Bridge. Additionally, the Brazilian Federal Government has commenced a R$ 59.1 million rehabilitation project on the bridge connecting Uruguayana, Brazil, to Paso de los Libres, Argentina, to reinforce the structural integrity of this vital Mercosur trade corridor.
