In early July 2026 Brazil’s Senate approved a bill to convert the Centro Federal de Educação Tecnológica de Minas Gerais (Cefet‑MG) and the Centro Federal de Educação Tecnológica Celso Suckow da Fonseca (Cefet‑RJ) into Federal Technological Universities as part of a broader reorganisation of federal technical institutes.
President Luiz Inácio Lula da Silva issued a full veto, published in the Official Gazette on 31 July 2026, arguing that the constitution grants only the president the initiative to restructure federal autarchies. The veto was backed by the ministries of Education, Finance, Planning and the Attorney‑General’s Office, which warned of new positions, higher costs and possible weakening of the institute network.
The veto now returns to Congress; overturning it would require an absolute majority in both the Chamber of Deputies and the Senate within the 30‑day window, otherwise the institutions will retain their current status. The Ministry of Education has said it will draft a new urgent bill to revisit the conversion proposal.
