Brazil driver’s licence reforms

Entities: Brazil · Cadastro de Pessoas Físicas · CNH Social program · CNH do Brasil app · Departamento Estadual de Trânsito (Detran)

Overview

In late June 2026 Brazil rolled out sweeping changes to its national driver’s licence (CNH), extending validity periods—up to ten years for drivers under 50, five years for those 50‑69 and three years for those 70 and older—and adding an automatic renewal mechanism for senior drivers with a clean record. New practical‑exam rules permitted parking‑in‑spot maneuvers, accepted automatic‑transmission vehicles and required toxicology testing. A digital CNH app was launched to let applicants track theory study, schedule exams and receive licences electronically, aiming to cut queues and lower costs.

By late July the government expanded the digital ecosystem with the CNH do Brasil app, allowing traffic instructors to register independently of traditional schools, offering a free government‑funded training curriculum and integrating instructor schedules into official Detran and Ministry databases.

Further measures announced on 23 July tightened renewal procedures: the Detran now cross‑checks applicants’ CPF records with Receita Federal and can block licence renewal, second‑issue or category‑change requests if tax, personal‑data or judicial irregularities are found. A provisional measure removed the mandatory paper CNH, making a free digital version the default delivery method via the official app. The CNH Social program was also introduced, covering exam fees and document issuance for low‑income applicants who meet CadÚnico criteria. In Paraná, medical‑exam scheduling was temporarily suspended, granting a grace period during which expired licences are not fined; drivers may still operate a vehicle for up to 30 days after expiry before a gravíssima infraction applies.
