Brazil ecological and energy transition debates

Discussions regarding Brazil’s environmental and energy landscape have evolved from addressing immediate climate risks to analyzing long-term systemic transitions.

Initial concerns focused on the intersection of atmospheric pollution and climate phenomena like El Niño, which exacerbate extreme weather events such as storms and heatwaves. Experts noted that global warming-induced forest fires increase pollution levels, posing health risks as soot enters the bloodstream. During this period, calls were made to ensure the energy transition prioritizes social justice, political sovereignty, and ecological limits over mere market investment.

Research by Cebrap and Climainfo has since identified two potential trajectories for the country: a partial transition focused strictly on emissions, or a systemic ecological transition. The latter would integrate land use, biodiversity conservation, and critical mineral exploration to reposition the Brazilian economy within a global decarbonization market.

Recent debates at the fourth Latin American Green Economy Forum have highlighted the geopolitical and governance dimensions of this shift. Luiz Augusto de Castro Neves, president of the Brazil-China Business Council, framed decarbonization as a development strategy to drive innovation and competitiveness. He noted a strong complementarity between Brazil and China, with China serving as a dominant supplier, providing 99% of solar panels and 63% of electric batteries imported by Brazil in the first half of the year. Conversely, economist Elena Landau has criticized the transition as “expensive and socially unjust,” citing structural issues such as corruption, lack of governance, and concentrated interests in the electricity sector that pass costs to consumers.
