Brazil is facing significant requirements to increase its infrastructure spending to address historical deficits. The National Confederation of Industry (CNI) reported that annual investment must more than double from R$ 266.8 billion in 2024 to approximately R$ 550 billion to meet international standards. While the private sector currently provides over 70% of funding, concerns persist regarding regulatory stability and the legal boundaries of administrative regulations in the energy sector. By 2025, Brazil saw a notable increase in economic activity, ranking as the second largest recipient of foreign direct investment (FDI) with US$ 38 billion, a 48% year-on-year increase. This growth is largely driven by renewable energy and industrial projects. Infrastructure investment rose to R$ 280 billion in 2025, with projections for 2026 reaching R$ 300 billion. Major ongoing developments include airport modernization, metro line extensions in São Paulo, and highway expansions. However, recent reports indicate that approximately R$ 200 billion in infrastructure projects are being deferred to the next administration. These delays affect auctions for eight railway projects, six highway projects, five waterway projects, and fifteen projects involving ports and access channels. Economic analysts have noted that public investment as a percentage of GDP has declined from historical highs of 10% to approximately 2%, a factor cited as contributing to a current low GDP growth rate of roughly 2% per year.
