Brazil has seen significant shifts in infrastructure investment levels. In 2024, sanitation investments reached a record R$ 29.1 billion, a 9% increase from the previous year. In September 2026, the federal government submitted its 2027 Annual Budget Law Project (PLOA) to Congress, projecting a primary surplus. The government estimates a total surplus of R$ 83.4 billion (0.56% of GDP), though the figure adjusted for specific fiscal framework exceptions is R$ 18.6 billion, or 0.13% of GDP. This net result accounts for the exclusion of R$ 64.8 billion in specific expenditures, including health, education, and court-ordered payments (precatórios). To maintain fiscal stability, the proposal includes a trigger from the fiscal framework that limits the growth of public servant expenses to 0.6% above inflation. Public spending for investments is set at R$ 133.8 billion for 2027, an increase from the R$ 110.8 billion planned for 2026. This includes R$ 61.5 billion dedicated to the New Growth Acceleration Program (Novo PAC), targeting infrastructure, energy, and housing. The budget also includes a 21% increase in funds for rural credit interest equalization compared to 2026 estimates. Planning and Budget Minister Bruno Moretti stated that while investment capacity has increased, it remains below what is necessary for accelerated economic growth.
