Brazil meal and food voucher interoperability

Overview

In Brazil, a functional distinction has historically existed between meal vouchers, intended for prepared meals at restaurants, and food vouchers, intended for grocery purchases. To address limitations in acceptance, new regulations under the Worker's Food Program (PAT) have moved toward full interoperability.

Following a presidential decree intended to eliminate acceptance restrictions between different operators, such as Alelo, Ticket, VR Benefícios, Pluxee, Flash, and Swile, the transition reached a key milestone in November 2026. Under the new rules, meal and food voucher cards must be accepted by any payment terminal enabled for these benefits, regardless of the issuing company. This change aims to increase market competition and expand the network of establishments, including supermarkets and restaurants, where workers can use their benefits.

To support this transition, the regulations establish a cap on transaction discount rates for commercial establishments at 3.6 percent and require that merchants receive payments within 15 calendar days. While the monetary value and intended purposes of the benefits remain unchanged, the technological infrastructure has shifted to allow wider usage.

The Ministry of Labor and Employment, through the Secretariat of Labor Inspection, is monitoring compliance. The government has noted that the undue refusal of a card under these rules constitutes an irregularity. Previously, the Brazilian Association of Bars and Restaurants (Abrasel) had raised concerns regarding potential operational challenges and whether systems would be fully integrated by the implementation deadline.
