A Sebrae-SP survey of 91,587 MEIs in São Paulo—71% of whom are women—highlighted the practicalities of small ventures, such as food-service businesses. These entrepreneurs reported average monthly revenues of approximately R$4,191, with common challenges including cost control, competition, and delivery logistics. Separately, the regulatory environment has seen simplification; since September 2020, MEIs have been automatically exempt from obtaining an operating permit (alvará) when registering via the Portal do Empreendedor. While this exemption is applied nationwide and reflected on the CCMEI, entrepreneurs must still comply with local zoning, health, environmental, and safety regulations, and remain subject to municipal inspections. In August 2026, discussions in Brasília expanded to include the Simples Nacional tax system. Stakeholders emphasized the need for a balanced transition between tax categories to prevent a ‘tax precipice,’ where business growth triggers sudden, prohibitive tax increases. Representatives from FENACON and Sistema Comércio advocated for adjusting revenue limits for inflation to ensure nominal increases do not unfairly push businesses into higher brackets.
