The Brazilian Ministry of Management and Innovation in Public Services has announced plans to hold a third edition of the National Unified Public Exam (CNU) in the second half of 2027. The ministry estimates the selection process could provide between 2,000 and 3,000 vacancies. The implementation of the exam depends on the National Congress approving the Annual Budget Law and ensuring sufficient fiscal space for new hires. The government intends to establish the CNU, described as the “Enem of Contests,” as a permanent policy with regular cycles, ideally every two years. Minister Esther Dweck noted that the initiative is tied to broader efforts to curb excessive salaries and supplementary payments, referred to as “penduricalhos,” which can exceed the monthly ceiling of R$ 46,366.19. A proposal is currently awaiting a decision from President Luiz Inácio Lula da Silva regarding whether to address these spending issues through an Executive initiative or in coordination with other branches of government. The ministry also aims to support fiscal adjustment through increased digitalization and the universalization of biometric data usage by 2028. To support the upcoming 2027 cycle, the Ministry of Management and Innovation in Public Services (MGI) has launched a free quota calculator. This tool is designed to assist candidates and organizers in determining the distribution of vacancies reserved for Black, Indigenous, Quilombola, and persons with disabilities, in accordance with updated legislation regarding reservation percentages.
