This initiative involves compulsory auctions to make gas controlled by dominant players available to other participants. While the ANP and the Ministry of Mines and Energy argue these measures could significantly reduce costs, Petrobras is resisting, arguing that its 56% share in the non-thermoelectric market already ensures competition and that the program could weaken incentives for long-term infrastructure investment. The Federação Única dos Petroleiros (FUP) has also opposed the program, stating it fails to address integrated chain costs. Industry entities, including Abegás and Abrace Energia, continue to advocate for the ‘Gas Release’ program to increase competition and lower prices. Abegás executive director Marcelo Mendonça noted that the Brazilian market faces “cultural and structural barriers to gas access” compared to mature markets.
