Brazil naval nuclear program investment increase

Brazil has significantly increased its military investment in the Navy’s Nuclear Program (PNM) for 2025. Funding for the initiative rose to approximately R$ 1.4 billion, representing a 4.5-fold increase from the R$ 311 million allocated in 2024.

This budget surge makes the nuclear program the country’s top military investment priority, surpassing other strategic projects such as the F-39 Gripen fighter jet program. The allocated funds are directed toward the nuclear fuel cycle, propulsion plants, and technological development essential for the Álvaro Alberto, Brazil’s first nuclear-powered submarine.

A major portion of the expenditure, roughly R$ 953 million, is designated for specialized engineering services provided by contracted companies. Much of this work supports the Nuclear Power Generation Laboratory (LABGENE) at the Aramar Nuclear Industrial Center in São Paulo, which serves as a terrestrial prototype to test and validate reactors before they are integrated into the submarine hull.
