Brazil online betting ban and gambling addiction crisis

Overview

Brazil has implemented Provisional Measure No. 1,394, which prohibits the exploitation, offering, intermediation, and advertising of online betting and sports gambling. This regulation applies to both physical and virtual environments, though it excludes traditional lotteries. Existing platforms were required to make services unavailable by October 6, with current authorizations expiring on October 25. Users were granted until October 5 to withdraw balances.

The ban addresses rising concerns regarding ludopathy, or gambling disorder. Data from the Brazilian Ministry of Health indicated that over 28 million Brazilians engaged in betting in the year preceding a 2023 survey, with 10.9 million exhibiting risky patterns. Clinical estimates suggest approximately 1.4 million people meet the criteria for the condition. By August 2026, the Ministry of Finance reported over 1.3 million self-exclusion requests, with approximately 36% of those users citing mental health impacts and loss of control.

As the issue is treated as a public health concern, the impact on individuals has become more visible. In São José do Rio Preto, a 27-year-old man reportedly lost his entire savings and lived on the streets for 24 days due to betting app addiction. In Bahia, medical consultations related to ludopathy surged by more than 445% between 2021 and 2024. To address this, the Unified Health System (SUS) provides assistance through basic health units and specialized psychosocial centers.
