Overview

The Federal Police’s Operation Galho Fraco in early July 2026 uncovered cash seizures and alleged misuse of parliamentary quota funds linked to deputy Sóstenes Cavalcante and associate Garigham Amarante Pinto. On 10 July 2026 Supreme Court Minister Flávio Dino ordered the precautionary seizure and blocking of up to R$119.2 million in assets belonging to Costa Neto, suspending execution of the irregular amendments to protect possible Treasury restitution. The court cited extensive messaging and shared spreadsheets as evidence of a “parallel decision‑making arrangement.” Costa Neto’s lawyers contest the measure, arguing the evidence is insufficient and the freeze rests on fragile premises.

Political reactions persisted: pre‑candidate Renan Santos called the scheme a “Banco Master” and demanded maximum‑security detention for Costa Neto, while Senator Flávio Bolsonaro accused the Federal Police of selective enforcement. The legal battle over the asset freeze and the broader amendment scandal continues to shape Brazil’s parliamentary corruption landscape.
