Brazil pension fraud investigations and indictments

Overview

In early June 2026 Brazil’s Federal Police launched Operation Take Over, targeting a municipal pension fund in Paulista, Pernambuco, where more than R$3 million was placed in risky notes from the liquidated Banco Master. The probe triggered arrests and raids in Recife, Paulista and Rio de Janeiro.

A few days later the Chamber of Deputies’ Labour Commission scheduled a public hearing on a near‑R$1 billion deficit in the Postalis pension fund, linked to investments made by U.S. bank BNY Mellon and prompting scrutiny by the Federal Court of Auditors.

In July, the second phase of Operation Monã in Bahia uncovered a scheme that used false Indigenous status to obtain irregular rural pensions, seizing over R$1.5 million and suspending two public servants.

On 14 July the police concluded the first phase of Operation Sem Desconto, indicting 48 individuals—including former INSS president Alessandro Stefanutto, former chief prosecutor Virgílio Ribeiro Filho, former benefits director André Fidelis, lobbyist Antonio Carlos Camilo Antunes and Conafer president Carlos Roberto Ferreira Lopes—for an illegal discount scheme that diverted an estimated R$6.3 billion from retirees between 2019 and 2024. A 265‑page sealed report was sent to Supreme Court minister André Mendonça, who will forward it to the Attorney General’s Office. All accused remain in preventive detention except Lopes, who is a fugitive; their legal teams have not responded.
