Brazil’s National Health Surveillance Agency (Anvisa) is managing regulatory oversight regarding pharmaceutical sales and digital prescription systems. The agency is investigating the company’s regulatory compliance, specifically its pharmacy authorization, sanitary licenses, and technical pharmacist identification, noting that current regulations do not automatically authorize marketplaces to intermediate pharmaceutical sales. Anvisa is seeking clarification on protocols for the storage, transport, and verification of medical prescriptions. This development has impacted market dynamics, causing a decline in shares for major retail pharmacy chains chains, including Raia Drogasil and Pague Menos, and prompting requests for clarification from the Brazilian Association of Pharmacy and Drugstore Chains (Abrafarma). Mercado Livre has stated it is in dialogue with regulatory bodies and aims to integrate third-party pharmacies into its ecosystem, targeting 20 partners by the end of the year. In parallel, Anvisa has implemented updates to the National Prescription Control System (SNCR) to facilitate electronic medical prescriptions. The system now enables the electronic issuance and monitoring of blue and yellow prescription notifications, which were previously restricted to paper. Digital oversight has also expanded to include antimicrobials and GLP-1 agonists. While paper prescriptions remain valid, a transition period is underway for white prescriptions; after October 30, any electronic white prescriptions must be integrated into the SNCR.
