The Brazilian Senate approved a bill under an urgent regime to grant permanent legal status to the Institutional Program for Teaching Initiation Scholarships (Pibid). The program, which previously operated through presidential decrees and ordinances, aims to formalize support for teacher training in basic education by facilitating contact between university training and public schools. Following Senate approval, Law No. 15.518/2026 was sanctioned by Vice President Geraldo Alckmin. The law establishes Pibid as a permanent fixture managed by the Ministry of Education (MEC) and the Coordination for the Improvement of Higher Education Personnel (Capes). The legislation provides scholarships for students in licensure courses and stipends for supervising public school teachers and coordinating professors. It also includes specific provisions for various educational modalities, such as rural, indigenous, quilombola, special, and deaf-bilingual education. Under the enacted law, five scholarship categories are defined: teaching initiation for students, supervision for public school teachers, area coordination, educational process management coordination, and institutional coordination. While the law provides a formal regulatory framework and legal security for the program, a presidential veto was applied to an article concerning specific budgetary allocations for program expenses. The total number of scholarships will be determined based on budgetary availability and Capes regulations, with the initiative seeking to improve the quality of initial teacher training and reduce dropout rates in teaching degrees.
