Brazil is undergoing a modernization of its public procurement and administrative contracting processes. Initially, the federal government enacted Decree No. 13.106/2026 to establish the Express Purchasing System (Sicx). Managed by the Ministry of Management and Innovation in Public Services, this system aims to align public contracting with private e-commerce dynamics, particularly for standardized goods and services in fluid markets where traditional bidding is impractical. This effort is supported by the broader implementation of Law No. 14.133/2021, which provides a new legal framework emphasizing planning, risk management, transparency, and governance. A central element of this reform is the digitalization of processes through the National Public Procurement Portal (PNCP). These changes are intended to expand access across all regions and facilitate greater participation from micro and small businesses by reducing historical barriers through simplified electronic procedures. Recent developments indicate that the implementation of Law No. 14.133/2021 has significantly increased the participation of micro and small enterprises. The digitalization via the PNCP has centralized information, assisting small businesses in accessing government contracts, which represent approximately 16% of Brazil’s GDP. Parallel to these procurement shifts, organizations such as the National Confederation of Industry (CNI) and Sebrae are addressing broader competitiveness issues, including credit access and productivity, through initiatives like the ‘Pense nas Pequenas Primeiro’ seminar. Furthermore, studies suggest that corporate resilience and the treatment of risk management and governance as strategic investments are becoming key drivers of growth for high-growth companies in the Brazilian market.
