Brazil is advancing various racial equality and Black consciousness initiatives through federal, municipal, and academic channels. In the Rio de Janeiro region, Minister of Equality Rachel Barros formalized the adherence of São João de Meriti to the federal ‘Plano Juventude Negra Viva’, which aims to address racism and vulnerability among Black youth. Broader efforts include the establishment of the Municipal Plan for the Promotion of Racial Equality (Plampir) in Rio Claro and the recognition of over 200 organizations in Salvador with the Ethnic-Racial Diversity Seal. Recent data from the Ministry of Education’s 2026 Equity Diagnosis highlights a significant expansion of racial equity strategies within education networks. Between 2024 and 2026, the percentage of municipal networks with dedicated departments for managing these actions rose from 15% to 42%, while all state networks reported such departments by 2026.
