Brazil rural property tax administration

Overview

The Brazilian Federal Revenue Service has initiated the 2026 Rural Territorial Property Tax (ITR) declaration period, which runs from August 10 to September 30. For properties exceeding 100 hectares, the use of the web-based ‘Minhas Declarações do ITR’ service is mandatory. Additionally, a federal decree has set October 21, 2029, as the deadline for mandatory georeferencing of all rural properties.

As the declaration period progresses, the risk of tax assessments, fines, and interest increases due to discrepancies between the ITR and the Rural Environmental Registry (CAR). The integration of digital systems allows regulatory bodies to identify inconsistencies in property area, ownership, and land use that were previously isolated. These mismatches often stem from georeferencing updates, property transfers, or inheritance that have not been synchronized across official records such as land titles, CAR, and the Rural Real Estate Registry (Cafir).

While the tax is self-declaratory, the Department of Rural Economy (Deral) notes that producers are not strictly required to use regional statistical values, such as the SIPT table. However, the declared Bare Land Value (VTN) must reflect the actual market price as of January 1, 2026. To mitigate audit risks, producers are advised to calculate VTN by segregating properties into plots based on agricultural suitability and to maintain professional appraisal reports if declared values differ significantly from public references.
