Overview

The Brazilian Federal Revenue Service has initiated the 2026 Rural Territorial Property Tax (ITR) declaration period, which runs from August 10 to September 30. Owners and possessors of rural properties must submit their declarations by 11:59 p.m. on September 30 to avoid a minimum fine of R$ 50 and potential difficulties in proving fiscal regularity.

For properties exceeding 100 hectares, or for all legal entities, the use of the web-based ‘Minhas Declarações do ITR’ service via the Receita Federal Services Portal was originally mandatory. Accessing this digital service requires a ‘gov.br’ account at either the Silver or Gold level. However, following advocacy by the Confederation of Agriculture and Livestock of Brazil (CNA) and reports of technical difficulties and registration errors, the Receita Federal updated the 2026 ITR Declaration Generator Program (PGD).

Since September 21, the updated PGD allows producers to report rural properties of any size through the software, accommodating both individuals and legal entities regardless of land area. This change addresses hurdles previously encountered when users were required to use the Gov.br platform for larger holdings.

As the September 30 deadline approaches, the Federation of Agriculture of the State of Paraná (Faep) has requested a 15-day extension from the Receita Federal due to reports of system slowness and technical difficulties. Despite this request, the official deadline remains September 30 at 11:59 p.m. Brasília time. Late submissions are subject to a fine of 1% per month of delay. Non-compliance may result in the blocking of a property’s Debt Clearance Certificate (CND) and the prevention of access to rural credit.
