Brazil southern maritime infrastructure concessions

Overview

Brazil is undergoing administrative processes to expand and privatize maritime and waterway infrastructure in its southern regions.

In the Port of Itajaí, the Agência Nacional de Transportes Aquaviários (ANTAQ) postponed a public hearing regarding the lease of the ITJ01 terminal to August 2026. The updated lease proposal now includes a mandatory cruise megaterminal project valued at approximately R$ 300 million, requiring a total investment of R$ 2.6 billion over a 25-year contract. An auction for this terminal is expected in the first half of 2027.

Simultaneously, efforts to auction the Integrated Southern and Lagoa Mirim Aquaviary System have faced delays. The Minister of Ports and Airports, Tomé Franca, indicated that the government is unlikely to meet its November 2026 target for the concession. This project, which covers the Lagoa dos Patos waterway and the Port of Rio Grande access channel, requires further public hearings and reviews by the Federal Court of Accounts (TCU) before it can proceed.
