President Luiz Inácio Lula da Silva signed Law No. 15.485, converting the provisional measure on a national minimum freight floor into permanent legislation. The law makes the Transport Operation Identifier (CIOT) compulsory for every ~~road‑cargo~~ road-cargo shipment and expands ANTT’s authority to set and regularly adjust the minimum rate based on distance, vehicle characteristics, cargo type and other operational costs. ANTT must recalculate the floor within three business days when diesel prices move by ~~5 %~~ 5% or more, and the updated table is applied automatically through CIOT checks. The agency can now block trips that do not meet the floor. Penalties for paying below the floor were tightened, with fines up to R$ 1 million, suspension or cancellation of a carrier’s registration, and indemnity equal to twice the shortfall. Intermediaries and digital freight platforms are also subject to compliance checks. President Lula faced a deadline regarding Medida Provisória 1.343, which trucking unions argued would improve payment traceability and secure pension contributions for autonomous drivers. Concurrently, the CIOT system expanded to integrate data on contracts, vehicles, and routes with the electronic fiscal manifest (MDF-e). To refine the minimum floor policy, ANTT concluded a research study collecting data on operational costs from autonomous transporters, companies, and cooperatives to ensure regulated values reflect economic realities like fuel and maintenance.
