Recruitment of foreign nationals for Russian forces in Ukraine has become a major diplomatic and humanitarian issue involving citizens from Africa and Latin America. In late June 2026, Brazilian volunteer Herik Ferreira Soares, captured by Russian forces, warned other Latin American fighters that they were being treated as “descartáveis” (expendable) after being promised support roles but sent to the front lines. Similarly, Brazilian recruit Carlos Madeiro reported being lured by a private brigade with high salaries before being deployed to combat. In South America, Peruvian prosecutors opened human-trafficking investigations after citizens were lured with promises of civilian jobs, only to have their documents seized and be forced into military service. In Bolivia, authorities investigated a network that allegedly used fake job offers to send citizens to the front, resulting in multiple deaths. African nations have also issued significant warnings. Zimbabwean POW Tatenda Tarwire described a pipeline targeting men from several African nations with false promises of high pay. By mid-July, Ukrainian authorities reported hundreds of African POWs were being held; while Kyiv argued they were victims of deception, some detainees requested repatriation to Russia. Botswana warned that its citizens are being lured by false promises of scholarships or training, noting that over 1,400 Africans have been recruited by Moscow since early 2023. In August 2026, Ghana’s Foreign Minister demanded Russia cease “illegal recruitment,” reporting 62 Ghanaian deaths and 15 missing persons. Russian Foreign Minister Sergei Lavrov countered that enlistment is often driven by economic necessity and that contract conditions are public. Meanwhile, families in Zimbabwe, South Africa, and Botswana are seeking the return of relatives who were allegedly misled into fighting. In Zimbabwe, authorities have begun requesting the repatriation of remains through its embassy following confirmed deaths, while five suspected agents face charges related to the recruitment process.
