Brazilian authorities have conducted investigations into criminal activities involving adolescents on the Discord platform. In early September, a 15-year-old was arrested in Maranhão for allegedly torturing over 200 cats during live broadcasts. This case drew attention to delays in platform moderation, with reports indicating that Discord took up to 17 days to respond to emergency requests regarding animal cruelty and incitement to suicide.

Following this, the second phase of Operation Lívia led to the detention of six teenagers suspected of involvement in ‘digital slavery.’ This practice involves using coercion and blackmail in virtual environments to pressure victims into violence or self-harm. Investigators found that the group had induced a 13-year-old girl to engage in self-harm and commit suicide during a live stream. The operation involved coordinated efforts across several Brazilian states, including Mato Grosso do Sul, Bahia, Rio de Janeiro, and São Paulo.
