Brazilian public fund irregularities and fraud
Overview
In Rio de Janeiro, an audit by the State Civil House Secretariat identified approximately R$ 4.45 million in irregularities within the Empoderadas Program, a public policy aimed at combating violence against women. The audit cited internal control failures and payments lacking legal basis, including R$ 2.92 million in unauthorized additional remuneration for certain employees and R$ 1.53 million spent on items unrelated to the program. Consequently, the program has been suspended, and findings are being forwarded to the Public Prosecutor’s Office and the State Court of Accounts.
On a federal level, the Brazilian Federal Revenue Service has blocked over R$ 1 billion in suspicious maternity benefit reimbursement requests. Investigations uncovered fraudulent schemes involving shell companies, individuals claiming benefits without registered children, and microentrepreneurs requesting prohibited amounts. The agency identified organized efforts to exploit the system, noting instances where companies with minimal turnover shared legal representatives or where business owners acted as both owners and employees to claim benefits.
