The bill makes insurance subsidies a mandatory expense under the Ministry of Agriculture to prevent budget contingencies and establishes a ‘Catastrophe Fund’ for climate-related risks. To enhance financial stability for producers, the framework allows rural insurance to be used as collateral for credit operations, potentially lowering interest rates. It also mandates expedited indemnity payments, proposing timelines of 15 to 30 days depending on whether a physical inspection is required. These measures are intended to expand coverage beyond Industry entities, such as the current 5% of Brazil’s planted area and reduce default rates for banks and cooperatives.
