Mid‑July 2026 interim Governor Ricardo Couto issued a decree restructuring Rio de Janeiro’s state police, creating eight General Direction bodies led by colonels and revising battalion jurisdictions, the “Segurança Presente” program and internal investigative units. Weeks later the administration unveiled a State Territorial Re‑occupation Policy to retake areas dominated by organized crime, establishing an Integrated Territorial Management Office to align security, public services, infrastructure, social assistance and economic development, in line with a Supreme Court mandate. On 31 May 2026 a decree created two coordination bodies – the Integrated Management Office (GGI) and the Integrated Territorial Management Office (GIGT). GGI will coordinate state, municipal, federal agencies and the justice system; GIGT will operationalise the plan, bringing together representatives from five axes (Security and Justice; Social Development; Urbanism and Infrastructure; Economic Development; Governance and Sustainability) and ensuring civil‑society participation through groups such as Data Favela and Cufa. The state Secretariat of Public Security is finalising the tactical plan that will precede the operational phase. A further decree published on 31 July 2026 formalised the creation of GGI and GIGT, emphasizing resident input in the GIGT’s monitoring and citing research from Instituto Data Favela, the Central Única das Favelas (Cufa) and the State Secretariat of Social Development and Human Rights. The plan traces its legal basis to the ADPF 635 “Favela” ruling and has been approved by the National Council of the Public Ministry.
