The investigation into unauthorized deductions from retirement and pension benefits, known as Operação Sem Desconto, has undergone procedural shifts within the Brazilian Supreme Federal Court (STF). STF President Edson Fachin redistributed the leadership of the probe back to Minister André Mendonça after the Prosecutor General’s Office found no evidence of abuse of authority by Mendonça. Following this redistribution, Justice Mendonça ordered that Maurício Camisotti, an entrepreneur investigated for allegedly orchestrating fraud schemes within the National Social Security Institute (INSS), be moved from prison to house arrest. Camisotti, who has been detained since September 2025, will remain under electronic monitoring with restrictions on contacting other suspects, managing related companies, or moving blocked financial assets. The defense requested the change in custody, citing excessive detention time and a lack of ongoing necessity for preventive custody. The broader investigation targets a scheme where associations allegedly used unauthorized signatures to deduct monthly fees directly from the pensions and benefits of retirees. Authorities estimate the financial impact of these irregular discounts between 2019 and 2024 could reach up to 6.3 billion reais.
