The Bucharest General Council has approved several measures to address a municipal debt of approximately 690 million lei. To manage these arrears, the city will suspend the 500 lei monthly social integration stimulus for approximately 52,000 adults with disabilities until November 1, 2030. Mayor Ciprian Ciucu stated that instead of the full amount, the city will pay 250 lei monthly to gradually clear the accumulated debt. Furthermore, the council voted to eliminate the ‘Materna’ voucher for pregnant ~~women, reduce~~ women—a move expected to save up to 100 million lei over four years—reduce social stimuli for children with disabilities, and lower the newborn stimulus from 2,500 lei to 2,000 lei for specific categories. In tandem with these welfare reductions, water tariffs will increase by 0.85 lei per cubic meter. This adjustment is part of an addendum to the concession contract with Apa Nova, intended to fund a nearly 500 million euro investment program to modernize and expand 221 kilometers of water and sewage networks and construct retention basins to mitigate flood risks. These decisions have drawn criticism from political opponents, such as PSD Bucharest leader Daniel Băluță, who argued that savings should not be made “at the expense of vulnerable populations.”
