Romanian authorities tighten electric scooter regulations

By late 2026, Romanian municipalities and the national government intensified regulations for electric scooters to address safety concerns. In Bucharest, City Hall implemented a ban on rental scooters in parks and during large street events. To enforce this, operators like Lime, Bolt, and Splash reduced scooter speeds to 0 km/h in designated green spaces, such as Herăstrău and Cișmigiu. Additionally, Bucharest moved to prohibit individuals under 18 from using rented scooters, following reports that 242 children were hospitalized in a six-month period. ~~Proposed rules also ban the use of mobile devices or headphones while riding and prohibit travel on sidewalks or park alleys.~~ The Bucharest General Council has ~~since~~ approved specific regulations for rental e-scooter services. These rules mandate a minimum age of 18 for renters, with an exception for 16-year-olds holding specific driving permits. The regulations also prohibit riding on sidewalks, in parks, or in pedestrian-only zones, and require operators to use GPS to enforce these restrictions. Operators failing to comply may face fines of up to 10,000 lei. New measures in Bucharest also introduce a daily fee for operators and mandate that improperly parked scooters be relocated within two hours. Consequently, the operator Splash announced it will cease operations by the end of the year due to these new taxes and obligations. Other cities have adopted localized measures. Reșița now requires users to be at least 14 years old, carry identification, wear helmets and reflective vests, and hold third-party liability insurance. ~~In Sibiu, a civic petition with over 1,200 signatures is demanding higher minimum ages, mandatory license plates, and restrictions near schools.~~ Nationally, the Romanian Senate has advanced several legislative measures. ~~This includes a requirement for individuals aged 14 and older to complete a theoretical road safety course.~~ Most recently, the Senate passed a legislative project with 98 votes in favor to make wearing a certified protective helmet mandatory for all users of electric scooters and electric bicycles on public roads, regardless of ~~age. This measure seeks to amend the Road Code~~ age, to mitigate the risk of traumatic brain injuries.
