In late July 2026, 2026 the Confederation of Independent Trade Unions in Bulgaria (KNSB) wrote to asked Ombudsman Velislava Delcheva urging her to request seek a Constitutional Court review of sections of the draft 2026 State Budget Law budget provisions that would alter the minimum‑wage mechanism for setting the minimum wage and change how labour tenure is calculated. The union argued that such changes constitute fundamental amendments to labour legislation that should not be made through a budget bill. A week later, on On 1 August 2026, the Ombudsman Delcheva announced she would file a complaint with the Constitutional Court challenging the same provisions. She said complaint, warning that the new senior‑time seniority rules for part‑time work and the unclear method for determining suspension of the minimum wage automatic minimum‑wage setting could affect more than 300,000 citizens people and violated breach constitutional principles because they were adopted without impact assessment or public debate. She expected principles. On 5 August the Ombudsman formally submitted a request to submit the Constitutional Court to declare the two provisions unconstitutional.
