In late September 1987, a spontaneous protest led by six women in Ruse was triggered by toxic chlorine emissions from a chemical plant in Giurgiu, Romania. The pollution, which caused children to faint during a ceremony, led to the formation of the Public Committee for Environmental Protection of Ruse and marked the start of mass civil resistance against the totalitarian regime.

These environmental movements are noted for their role in driving democratic change in the country. This legacy is reflected in Bulgaria’s 1991 Constitution, which was among the first in Central and Eastern Europe to establish a healthy environment as a fundamental citizen right.
