Bulgaria continues to face uncertainty regarding fuel prices, with debates intensifying over market transparency and potential government intervention. While recent drops in crude oil prices below $100 per barrel led to some decreases at gas stations, a projected rise in propane-butane prices for October may offset these gains. Energy expert Ivan Hinovski has raised concerns regarding the lack of transparency in pricing structures, specifically citing Lukoil and the difficulty in determining how fuel mixing and purchase costs influence final consumer prices. Regarding the debate over a windfall tax, Dimitar Hadjidimitrov of the Association of Bulgarian Fuel Traders, Importers and Carriers, noted that Lukoil currently offers some of the lowest prices in Europe. He cautioned against labeling current earnings as windfall profits, noting they may not reflect an annual trend. Politician Zhadko Markov stated that if high prices persist, the state may implement additional targeted measures for vulnerable groups, while addressing a proposal for a 33% windfall tax on certain sectors for 2027. Recent market data shows diesel prices ranging between 83 and 95 euros for a 50-liter tank, while gasoline averages 1.66 euros per liter. Although weekly prices have seen a slight decrease, gasoline has risen by 5.7% over the last 30 days. In response to rising fuel and food costs, the Council of Ministers approved the ‘Inflation Check’ program. The Social Assistance Agency (ASP) has begun distributing the approximately 21.99 million euro fund, providing a one-time 50 euro payment to 439,996 citizens. This relief targets vulnerable populations, including low-income individuals, families below the poverty line, recipients of social or heating assistance, orphans, and military invalids. Funds are being transferred via bank accounts and Bulgarian Posts.
